I'm new to PS3. So could anyone fill me in on what this is?

playstation home? its basically a social virtual reality type a thing. u make avatars, buys clothes, houses, furniture, play games, talk to ppl, game launching, clan meeting houses, watch video, listen to music. if u look up a video it will tell u everything

If you are asking about Teamspeak then that is a Voice program (like Ventrillo if you have herd of that) program that you use on your computer. You use it to talk to members in your server witch can be purchased by different hosting companies for different prices.

we really dont have any use for it because all voice clan meeting can happen in home, unfortunately we dont have cross game chat.
